I'd suggest you seriously reconsider making your page "glitter." It's #3 on Jakob Nielson's "Original Top Ten Mistakes in Web Design":

"Never include page elements that move incessantly. Moving images have an overpowering effect on the human peripheral vision. A web page should not emulate Times Square in New York City in its constant attack on the human senses: give your user some peace and quiet to actually read the text!"

An effect like glitter may seem neat at first, but your readers will be distracted and annoyed by it. A fancy effect won't make up for lack of content, either. Focus on having a good page and leave whole-page animations for badly-designed sites.

I use a water sprayer with a fine mist and spray my screen. Then take the color of glitter you want and put some in your hand and blow it on the screen. It is easy and works well. I have also used this on paper reports and research. Hope this what you wanting.
