Edit: Thanks for the update confirming my answer. Like I said, if you take apart one of the 3 link chains, you now only have 4 chains to connect. So that would be 3 links opened, 3 links close for a total of $9. I'm pretty sure this has to be the minimum and your intended answer.
The intuitive answer is to open a link at the end of chain 1 and connect it to chain 2, then open a link at the end of chain 2 and connect it to chain 3, etc. But that would be $12. The correct answer is to break apart all three links in chain 1, then use them to connect chain 2 to 3, 3 to 4 and 4 to 5. That's only $9.
