I would just let her find out for herself. One of these days she'll just look in the mirror and realize that she's wearing way too much, trust me!

That's a touchy situation, you don't want to insult her or be hurtful. But I know I would want my friend to be honest if I was walking around looking bad.
You shouldn't come right out & say it looks bad. Instead you should casually suggest how great & hot she'd look with just a thin sleek line on the upper lid? That way you're not putting her down, you're being the helping friend. Definitely put the emphasis on how good she will look, rather than how bad she does look. Or maybe you could go to get a makeover at a counter so a professional can give her tips, she may take it seriously coming from a makeup artist.
Be prepared that she may not take the hint. She may be happy with her look, everyone is & should be an individual. You'll just have to accept it as on of her quirks & leave it at that.

You can maybe try one of two things, you can ask her if you could do her makeup, just for fun, don't put on as much eyeliner and tell her how gorgeous she looks, that her eyes look softer and prettier and have others' there and ask their opinions or you can show her a magazine section on makeup that says less is more, that too much eyeliner is too harsh and very unbecoming. Or, then again, this might be quite deceiving, but you can tell her that you've heard a couple of people talk about how she wears too much eye makeup. Best of luck, you're in a very difficult situation.

instead of just telling her it looks bad, ask her to come over for a
makeover party where you can do each others make-up. Maybe
after a few compliments from you such as what a natural beauty she is and how this different style or color eyeliner really brings out her pretty eyes, maybe she'll ditch the black for something more soft and subtle, and her feelings won't be hurt.

Don't! You'll ruin your friendship by being overly superficial. Are her eyes REALLY hurting anybody? If you want to be subtle because it's just bugging you too much, then offer to giver her a makeover before a dance or something, and say "Wow, the thinner eyeliner looks great! You should do your makeup like this more often..."

Why do you feel compelled to tell your friend?
I would recommend not saying anything unless your friend asks you for your opinion, as in "How do I look?" or "What do you think of this eyeliner?" At that point, she would be asking for your opinion, and you would be wise to couch your thoughts politely, e.g. "Your makeup looks good, but I'm wondering if maybe a little less eyeliner would match better."
If she doesn't ask, don't tell. How she applies makeup is none of anyone's business unless she asks for someone else's opinion.

Be honest with her. She may be upset at first, but will appreciate it later. Tell her how much you value her friendship, and let her know you're not trying to hurt her feelings. Complement her eyes and tell her they are really pretty, and that less eyeliner would bring them out more.

Talk to her, be like "MAKEUP CHECK" and take her to the bathroom, if she tries to apply more eyeliner then stop her and tell her that she already has enough on and convince her that she'll look even better with less on.

Have a sleepover, and just pretend you are simply giving her a makeover. If you re-apply her makeup to make it look better than it normally does. She might start a new makeup routine with less eyeliner.

You could first say I found a new way to do our make-up, then show her and say wow that looks awesome on you and say it makes your eyes stand out better, and hopefully she'll take the hint. If not a note( from computer) in a locker could work.
