I have asked myself that a time or two once: they had Bonds on the ballet for mental and retardation, and I felt that was needed, but read on and money for additional prison space was also to be spent for prisons. Voted NO! Well prisons were built, so many in fact we imported prisoners to make use of them. Mental health and Retardation? Things still haven't changed much. Our Congressmen struggle all the time with that question.
