As a makeup artist I only like appying eyeliner at the top. But it depends on how you like it. But with liquid I only apply at the top, if its pencil I will apply at the top and bottom, when I apply it at the bottom i start in the middle to the corner. Use waterproof, and brushes. So here are some tips to follow.
Shape and define your eyes with eyeliner after you've applied eye shadow and before applying mascara. Whether you choose a soft line or a dramatic stroke, eyeliner draws attention.
Tips:
Choose an eyeliner appropriate for your eye color. Brown, navy and charcoal accent light eyes well, while brown and plum shades flatter brown eyes. Make sure your liner complements the color of your shadow.
Consider the type of look you're after. Pencil eyeliner gives your eyes soft definition, while liquid versions offer precision and drama. You can also moisten dark eye shadow and apply it with a small, flat brush.
Prepare a cake liner or a dark eye shadow by applying a small amount of water to your brush. Or, if you're using a pencil eyeliner, ensure that you've sharpened the pencil adequately.
Move the wet brush gently through your cake liner or dark shadow. Hold the brush or pencil as you would hold a pen.
Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing.
Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye.
If you used a brush or a pencil, soften the look by gently smudging the line with your brush, a cotton swab or your finger.

The best way to put eyeliner on is first buy eye shadow the color of your skin and apply it to where your eyeliner goes that is if you are using a liquid or pancake eyeliner. then apply a thin line if your color. It will stay on all day or night without smudging. It only took me 30 years to find that info.

Put it on very close to the eyelash line to start with. Then you may want to try a cat eye look, where you start in the inner corner and get wider with the line as you come out. make sure that you liner you are using is not too dark for your skin. Try to use a brown at first. Then as you get better, experiment with color.

If you have large eyes: top and bottom
1. pull your eyelid taut
2. draw thin line right your lash line, leave no space between
3. dot a little eyeliner into bottom lash line, smear into lashes
If you have small eyes: bottom (follow instuction #3 above)
If you have medium eyes: top (follow instruction #1, #2 above)

THE BEST WAY TO WEAR EYLINER IS TO PUT IT ON YOUR TOP LID AS WELL AS THE BOTTOM. NEVER PUT EYELINER ON THE INSIDE OF YOUR BOTTOM LID. IT MAKES YOUR EYES APPEAR SMALLER. APPLY IT TO YOUR LASHLINE ON THE TOP AND BOTTOM BOTH. THIS GIVES YOU A WIDE,DOE EYED LOOK. VERY APPEALING.
