The Colts at the time were a terrible team, Elway didn't want to play for them and wanted to play for a team in the West.
The Colts cared because they spent their #1 draft pick on him and wanted to get something for the pick so they traded him to Denver for other player(s).

From what I have read, Elway told the Cotls long before the draft that if they drafted him, he would not play for them. Ersay, the owner of the Colts and Elways father had a bad history and it was for this reason that Elway refused to play for any team that Ersay owned. The Colts knew all of this and still drafted him, their fault. And to think Denver traded for probably one of the greatest QBs ever to play the game for an offensive tackle (Denvers 1st round pick that year) that lasted 2 years in the league.

you mean why would the colts care that they had just wasted the TOP draft pick for no return? oh wait ... and he didn't want to play for them mostly because they weren't any good, and he just didn't want to go to that organization, for whatever reasons
