What are my chances of gettin into a ivy league or top college if im in all honors classes with one AP psychology course and a gpa of 3.8-3.9

im an eagle scout, play golf and rugby, and am in spanish, leo, student council, and FBLA club at the school

Generally, those sound like decent stats, but there are a lot of uncertainties. My son and I visited Princeton last summer and the tour guide told us that about 30% of all their apps had 800 SAT scores. They turned down over 2000 valedictorians.
So, is your school one of the top schools inyour state? It doesnt sound like it if you have only one AP. My son will have 12 APs when he finishes next spring. He has gotten all 5s on his AP exams and he has a pretty long list of ECs. He decided it didnt make enough difference to go to an Ivy and get out owing $40,000 so he is applying to some very good B+ and A- level schools that give Merit scholarships instead. He thinks he can get a free ride. I dont know if this is the right choice, but it's his decision.
The tour guides at Princeton, Yale, Columbia and Duke all told us the same things - they have MANY students with top grades, etc but they are looking for students who have a passion. They want kids who have some particular thing that they are absolutley crazy about and have done with distinction on at least a state level, or more likely a national level. It could be math, tuba or Basketball. They want very smart kids who work really hard and are successful at a high level. If your school has sent a lot of kids to Ivies and similar schools then that is an advantage to you. But if your school sends it best students to State U. then you are at a disadvantage. The colleges are familiar with all the schools and they probably know what a 3.8 at your school means.

You need to browse through allthe websites of the top schools and get a feel for who is there.

I don't know the requirements for the Ivy Leagues but you would certainly qualify for top colleges around the country. You have a good GPA and a well rounded set of extra-curricular activities. You might consider doing some sort of public service or focus some of your scouting projects toward those types of activities.

You're forgetting your SAT score (which you'll have to take if you want to be considered for most any Ivy League school).

In the old version of the SAT's (1600 scale), a 1400+ would probably be sufficient with the rest of your qualifications.

Best work on your writing skills. Learn what to capitalize and punctuation, namely periods at the end of sentences. Ditto for spelling, see "gettin" and "a" in place of "an".
