The party's are best in the US. Academically it's hard to generalize. Some of the best colleges in the world are in the US. But there are great colleges in most countries.

There are over 6000 different schools in the USA for students coming out of high school to pick from. There are about 3000 colleges and universities. Nearly all of those accept a majority of all people who apply. About 100 schools accept less than 50% of the people who apply. About 20 schools accept less than 30% - those include the famous 8 schools of the Ivy league (Harvard, Yale, Brown, Princeton, Dartmouth, Penn, Cornell, Columbia) and MIT, Caltech, Stanford, Duke, Chicago, and a few others that can be argued as being in the 'elite." these schools are generally accepted as being among the very best in the world.

A way to understand the American system and how it works, is to realize that in many countries only the top few percent of all students get to go to college. In the USA, over 60% (yes, sixty) of all students who can somehow make their way to high school graduation, go on to college. So even kids who are in the bottom half of their high school class are routinely admitted to a college. Many of them dont ever graduate from college, but they are admitted and get a chance to succeed. So that makes a big difference in the way American non-elite colleges operate, compared to colleges in other countries.

I would say poor for the undergraduate level except in Engineering. In graduate school the United States has the top programs in the world.
