You should be looking at the rating of the shutter rather than the material. In Florida we have to install shutters that meet a certain code. Each type of shutter has a maximum wind speed it is meant to stand up to.
More important than material is ease of use and safety issues. Fixed storm panels need to be stored when not in use, Roll downs are easy to use and you can get them with remote control (be sure to install them with manual crank override in case you are without power). Accordion shutters are less expensive than roll downs but you need to regularly maintain the bushings and their tracks so that they continue to move smoothly.
You need to ensure that you have a means of egress if your shutters are damaged so that you don't become trapped in your home. A dented roll down will not roll up.
You need a reputable company to install them, a permit, and you need to be there when the inspector comes. Ask lots of questions. A shutter can have a great wind rating but is worthless if it isn't installed properly.

Regardless of which material they are made of, either one can be a potentially leathal projectile, if it becomes broken off by gale force winds.
Does it matter?
Metal is good because its durable, and more easily comes in compliance with local building codes.
But due to the effects of weather and temperatures, painting them is a major pain in the butt because paint doesn't adhere well to metal, it peels and cracks often.
PVC is is lighter, and more versital, easier to instal yourself. But on the other hand, it gets more brittle over time, it does paint well.
I would go with the traditional wood, simply because wood is biodegradable, and you can cut it to fit with any cutting tool you're used to using. Its easier to recycle wood after its been ruined after a storm anyway. Metal and PVC only goes into the garbage and the landfills.
But if you're in a hurry or have a schedule to to meet, then go with a prefab-aluminum. It does install faster.

Look for clear pvc. Solid shutters make you feel like a cave dweller. Clear will make you feel less isolated and you can see whats happening outside.

PVC has more flex in then and will return to the original shape where as aluminum when bent stayes bent
