Most of the answers here are right on target. Tornadoes can happen anywhere in the US at anytime. However, in order for a tornado to form you need many things to come together at just the right time and in just the right amounts. Kind of like a recipe. Too much of one thing or adding in something at the wrong time can ruin your dish.
What goes into a tornado? Moisture, rising air, winds coming out of different directions as you go up in the atmosphere, and dry air. New Mexico is famous for their dry air, but moisture can be lacking. As opposed to Texas and Oklahoma which regularly get a shot of moisture from the air over the Gulf of Mexico.
So, yes...NM can see them but certainly not as often as TX, OK, NE, IA, MO, ND and SD.

Tornados can form anywhere in the world, but through an unfortunate combination of geologic features, they are by far more common in the United States than anywhere else in the world.

CAN there be? Sure. Tornadoes CAN happen anywhere. They're not as common there as in, say, Oklahoma.....but they CAN happen.
