Hope this will help,when calculation of this sort don't forget that each year is 365 days and 6 hr.

The local sidereal time and the apparent solar time line up whenever the sun's position in the sky has a Right Ascension of exactly 12 hours. The sun crosses the 12 hour RA line on the first day of Fall, so that is the day when the local sidereal time is closest to the apparent solar time.

I would have though Feb 29th. The reason for having the leap year is to realign time.
