Be honest with your mom, but be gentle and don't hurt her feelings. Let her know that most companies require the employees to speak English so that they can communicate with the others (they'll need this to be trained properly, etc.) Then help her look for a job which would not require her to speak English. A job in a store which is located in a predominately Spanish speaking area. Then help her locate some free English classes. There are volunteers in different cities which offer free classes. (Complete a web search on esl english as a second lanuage classes in your area.) This will help her improve her English so that later on she can get the job she really wants.

She lives here, she should learn the language. Sorry, but that's the way it is. If I move to another country I don't expect to get far just knowing English, but instead I'd learn their language.
I know you want an easy answer, but there really isn't one. The fact is she's here now and there's no reason why she can't get an education or learn English. Don't you want better for your mother?
As things are I'd say she should probably apply for work in a Mexican resturant. Most of them seem to only know limited English. And it would be a good move, given she worked in a resturant before and has experience.

With all due respect, she needs to LEARN ENGLISH! That is the language of this country. If she doesn't or can't then maybe she could get a job in some of the places in most big cities that cater to Spanish speakers. I know there are a lot of them in East Los Angeles. If the sign is in Spanish that might be a clue.

Getting a job is not so easy. She needs to apply at many places and wait for one of them to give her an offer. She should also apply for unemployment insurance which is available for up to six months or more. The UI office will also help her to find another job.
UI is unemployment insurance.

You should apply to Nation's, they have 24 stores in the Bay Area and they will take people who speak very little English. Try them out.

Why doesn't she apply at another authentic Mexican restaurant? that would probably be her safest bet.

She is a "resident" of the US... But is she a LEGAL resident?
Does she have her citizenship papers?
Has she been through her citizenship classes? Has she been sworn in?
Because if the answer is no to ANY of the above, she is NOT LEGAL.
IF she IS legal, then your BEST bet is to have your Mom LEARN ENGLISH.
And, also, thanks to Katrina, jobs in Texas are NOT abundant.
But, tell her to apply through a temp agency. It might lead to otehr fields, and oppurtunities.
Of course, she'd have to PROVE HER CITIZENSHIP...

You have to be eligible as far as immigration status in this country to work! She would have to go to INS and file for a work VISA and follow instructions!!!
Or........she could just marry a citizen!!
