Interactive Brokers will charge you 0.005 per share - with a minimum of USD 1.00 | maximum of .2% of trade value. There is no share minimum, but if you don't generate $30 per month of commission you will be charged $10 for market data.

For example:

100 Shares @ USD 50 Share Price
= USD 1.00

1,000 Shares @ USD 50 Share Price
= USD 5.00

1,000 Shares @ USD 2 Share Price
= USD 4.00
