What is the best PCI TV Tuner card available for my desktop PC?

I am looking for the best resolution and overall functionallity. I would also prefer to have a dual Tuner. Recording programs is an important feature to me.

Intel P4 HT 2.8Ghz
Don't know the motherboard, its a dell 4600 from a year or so ago. The card needs to be PCI tho thats forsure.

what type of motherboard and proxessor do you have?
otherwise everyone is going to pot stuff that may not work on yoyur computer
