Both!. But the men are too. I see desperate men getting their young Filipino wives from mail order, the Internet, anyway they can. You have 60 year old men that have not had children and they want their name to be 'carried' on so they resolve their problem by marrying the desperate Filipino women that want to become us citizens. Marrying a desperate American male is the only way they can get to the US. Once they are married they soak the men for all they have and divorce them and find another idiot to steal from..

Well the only experience I have on this is that I have observed fellow military members get stationed in exotic places and then they come back with a new spouse. I don't think it is always a case of looking... more often a case of love. But this is something that happens in the USA too. People marry someone who hasn't the same family heritage as them. But really, why does it matter? It doesn't affect you, and if the two people involved are happy with the arrangement, love or not, it is not our right to judge.
