Part of it is genetics. Or you could have water there. Try taking ginko. I have the same problem. If they are always there then sleep has little or nothing to do with them. No matter if I sleep a lot during the summer or very little during the school year mine never go away.
FIELDS:
Under-eye circles are common, normal, and genetic and they worsen with age, stress, lack of sleep and a million other factors.

"In truth, under-eye creams that claim to completely erase dark eye circles don't work. However, if there is brown pigment it can be lessened with a hydroquinone-bleaching agent. There are advanced eye creams with reflective particles that lessen the look of dark circles and excellent hydrating agents that smooth the area.
Certainly eye concealers are the best for concealing, but painting it yellow is an extra unnecessary step."

Drinking an excess of bevrages that contain caffeine, smoking, allergies and thyroid problems can cause dark under-eye circles. Dark circles can be hereditary. Try putting cool chamomile tea bags on your eyes or cucumber slices daily or applying eye creaming containg vitamin K. Dark circles may be caused by deficiency of vitamin K. You could always cover the problem up with cosmetics.

Look in the African american (even if your not afr amer) section of the beauty isle of you local store, theres a cream to diminish dark circles and even tone the skin. It works more than other creams, not as diluted, stronger chemicals

Talk to a Dermatologist.
My girl friend was getting dark patches on her temples and they used a laser to get rid of them.
That might be too close to your eyes though?

maybe you should sleep less.
try using some concealer around the dark circles. it's not really make up but most women use it to get rid of the dark circles.
