That depends entirely on the country you are a citizen of. Some countries' citizens can enter the US on a visa waiver, although now you need an e-passport for that.

Check with the US embassy in your country, they'll tell you what you need and how long it takes. They usually have a website. Go to http://usembassy.state.gov/ and select your country from the list to access the website of your local US embassy. There will be an address, contact information and documentation what you need to do to apply for a visa.

You don't need a degree, but there may be requisites like being steady in a job for over a year, etc. There are special provisions for student visas.

I don't know where you're coming from or how long you plan to stay, but the most important thing is a plane ticket. If you have questions about visas and things, get on the phone and call the American embassy. If you can't afford a phone call, you certainly can't afford a plane ticket. You don't need a degree. If you don't have one, you can invent one when you get here. Nobody's going to check with your school in Latvia.

People sneak across the border from Mexico and Central America all the time with no passport and no money. They escape from poverty in their home country and they survive.

If you're from Cuba, you just need to tie a few logs and tires together and sail on over. Key West is only 90 miles away. Good luck.
