This is news to me!...I thought that once feedback had been left it could not be changed, retracted / withdrawn without mutual consent between buyer & seller...all one could do was follow up but not alter the red or green. This was the case when I read up on this about 3 months ago...so when did it change?...I am really astonished by this.

Yes this has been seen as a problem in some cases. The sensible way to avoid it is this:
A buyer OR a seller should not leave feedback until AFTER the goods have been received and found to be satisfactory. This means that if you are a Seller, you should wait to leave your feedback until AFTER your buyer has received the goods and is happy and has left their feedback. This stage is then the natural (and legal) completion of the transaction. If all Sellers operated in this way, there would be no bad feelings, and any buyer's satisfaction problems could be dealt with amicably before feedback is left by anyone.
Perhaps a little guidance from eBay on their Help pages would clarify this matter.

They shouldn't have been able to retract feedback because that is permanent once placed. Based on the rules of feedback on eBay help pages:
Note: Remember that any feedback you leave is public and permanent, so think carefully before leaving feedback. Make sure that comments are fair and factual. If there is a dispute, try to resolve the differences before leaving feedback.

you should have left them a negative feedback comment too. ebay is a little childish with the feedback comments, although i never leave feedback until i have recieved the goods. they should always state if the goods are not in perfect condition.

You have to pay $20 to do it - but they want to keep their feedback clean. Ebay has so many loopholes and problems. I stopped selling and buying all together.

I agree, that's bogus. I can't imagine what was wrong with your GOOD MONEY. I would file a complaint with eBay. Tell the SELLER that you want you money back. MAKE A RUCKUS.
