Yes. But it varies based on your Level. Here is a short example.
You can answer x amount of questions per day, and vote on x amount. You also get the 1 point for logging in that day. If each of your answers were voted as best you would get 10 points for each. If you asked no questions, then you would only receive points and not loose them.
So based on your level, you will have a maximum per day point.
