on the reverse side in lower case?

Because they wanted to be Ghetto when they made the penny. Just kidding. I looked at a penny and this is what I saw.
THE UNITED GHETTO STATES oF AMERICA just kidding.
but it was in all caps except for the oF. That's unusual, but usually when you are typing something in proper caps, like The United States of America you type the "of" in lower case, that's a general rule. So when they made it in all upper case they made the "oF" have a lower case "o" at the beginning to follow this rule. This is unusual, but it's not often that you see some official document printed in such a small font, so that may be the rule or they made that the design, so that it wouldn't read like THE UNITED STATES OF AMERICA which looks like yelling.

It is because in titles, short prepositions, conjunctions, and some adjectives are not capitalized, because they are not as important. If they are the first and last words, they are always capitalized.
