It is a kind of wax that you put on the front window of your car, and it makes rain ripple down so that you don't need to use the wipers.

It's kinda like Generation-X, except it's wetter.

Just kidding. You're right, it helps ward off the rain coming down on your windshield. You might still have to use your wipers, but it will help take it off.

Its used to make water bead, intead of flatten out on your windshield during rain storms. Its like waxing your window with a clear coating making it slippery. the rain will bead up instead of flatten out, improving visibility and forcing the rain to slide off the windshield at higher speeds. using your wipers with this coating may induce streaking, hampering your visibility.
