You can "spend time with each other." There's no law against that. What constitute as dating is subjective.
Even when it comes to intercourse, that falls under the category of where it's "legal as long as you don't get caught." However, once someone does accidentally impregnate a minor, there's proof through DNA testing.
In some states, the age limit is 16.

Laws vary from state to state. They are called "statrutory rape" laws - meaning, someone too young under the law is deemed unable to consent to sex, so any sex with someone "under the legal age" is a crime.
Again, every state has its own rules - what age (for male and female), etc.

you can and you can have sex too because their is a close in age clause in all age of consent laws. the permoted age difference is usually 4 to 6 years aslong as the minor is at least 16.
