By definition a cyanobacteria is a prokariote cell, and by same definition, algae is an Eukariote cell.
Prokariote cells have wall, membrane and a free swimming ring of DNA in its cytoplasm.
Eukariote cells have membrane, and DNA located inside a membrane limited structure called nucleus.
CYANOBACTERIA LACK NUCLEUS, SO THEY ARE BACTERIA.

Cyanobacteria is considered both bacteria and algae.It is a bacteria since it does not have a nucleus or organelles surrounded by a membrane, and forms a film not plantlike growth. However, it is known as bluegreen algae, and is found in symbiotic relationships with microscopic plants in many ecosystems.
