Generally ficticious that means that the material contains facts and information that was created for the article, novel, or commentary. It did not actually happen.
In the case of wil.com, however, many of the articles on that site were edited by a couple named Alice and Wilbur Fictic, and they tend to carry their political viewpoints and partyline drivel. That is why some people call those articles "ficticous" (came from the Fictics).
