i think you should just make them comfortable and feel safe and be open to them and maybe you can hear what they have to say but don't put pressure on them to explain what is going on for them to go to this behavior.
i used to cut, in and out of treatment facilties and it got worse the more they tried to stop and the more angry people got at me for what i did. people ask me what happened when they see my arms full fof scars and i tell them i had problems and it was a hard time for me.
don't judge or make them feel bad.
don't say it is for attention i could have done alot worse if i wanted attention.
don't assume why they do it.
not all or anyone i know can just stop.
it takes time patience and an open mind to figure out what it will take for the need to stop cutting will come
its up to them
can you tell me why you think they are doing it so i can give you better advice?

Cutting is a way of making the person focus more on the hurt from the cut, than from the emotional pain they have going on inside. Cutting is a precursor to suicide. It will not get better unless the person receives significant mental therapy. If it is a teenager or minor, let their parents know. If they do not do anything about it, report it to Children and Youth Services. You can do that without giving your name. Your friend is headed for disaster.

Talk. Your friend is showing that he(or she?) is hurting on the inside by hurting on the outside. He needs someone to help him, you can help by listening. But also he could need professional counseling, in fact he probably does unless he has only been cutting for a few weeks and is not addicted.
