Well, there isn't really a "best way." There are many different reasons for sleep problems, and every one has a different solution.

First off, it may be a good idea to take a look at your environment. If it's excessively noisy or has a lot of light, your body may have trouble getting to sleep. Simply buying earplugs and an eye-mask could solve this completely.

Another common cause is stomach discomfort. This is the real reason why the warm milk strategy has been so effective. You may want to try that, just heat up some milk and drink it before you go to bed. It'll calm your stomach. I would also suggest watching what you eat before bed time, as heavy or spicy foods right before you hit the sack could be a bad idea.

Then there's the problem of a racing mind. This is the one that I've struggled with. What's worked for me in the past has been counting(incredibly boring but if you focus on the counting than it keeps your mind from wandering), focusing on one thing, like repeating a word in your head over and over, or even listening to music. This last one has probably worked for me the best. Find some sort of calm music, or anything that you're used to. That way you can focus on listening to the music instead of whatever it is that your mind wants to think about.

Have a sleep routine, thirty minutes before bed, turn off the TV, drink a soothing cup of herbal tea or milk, meditate or take a nice warm bath. Sleep in a cool room with warm blankets, if you can, record yourself asleep to see if you snore. If you do snore you may wish to get a sleep study to see if you suffer from apnea.
Follow your routine every single time, the body begins to recognize this routine as a prelude to sleep and begins to slow down and prepare to go to sleep.
