Back when it was built in the early 1800s, the north and south were already having some problems. Congress realized that it was not a good idea to have the capital city in a state. There was land available were it was built and it was centrally located at the time. Remember that the country only went as far as the Mississippi River before 1803 and even parts of Ohio were considered the frontier. Even today it is located in the part of the country with the biggest population density.

I didn't notice the first part of the question: Washington D.C.

they picked a District because it seemed better not to have the Federal Capitol in any of the States. This is also the case in Mexico, where the Federal District is legally not part of the State of Mexico.

You would have to see a map from the time it was founded. At that time, there wasn't much there, so there was no block to making an independent capitol in that location. It made no sense to take an existing city and rip it away from the existing state.

It was a central location to all of the states at the time.

I dont recall details, but I seem to remember it was in Philidelphia at one point, then the government agreed it should be its own entity (instead of a state being able to claim one of its own cities as the capital).
Maryland was willing to give up some land to form Wash. DC, so thats where it is.

At least, that's what little I remember of the story.

Because it smells and there is a high crime rate.

No benefits.

Chuck Norris said he wanted it there so all politicians would smell as bad as DC.
