The cities that have been capital of the Philippines are as follows:
Cebu City, Iloilo City, Manila City, Malolos City,and Quezon City.
On April 27, 1565, Miguel López de Legazpi landed and colonized Cebu to be under Spain. During six years period (1565-1571), Cebu City was made the capital of the newly established Spanish colony. Legaspi moved to Panay area and made it their colony for short time in 1700 and Iloilo City was made as the capital .
Moving upwards the Archipelago, they reached Luzon and Manila City was then established as the capital city of the Philippines under Spanish colonization which ruled for 3 centuries. The city is located on the eastern shore of Manila Bay on Luzon, the country's largest island.
It was retained as the capital during the American Civil Government in 1900 with William Howard Taft as the first Governor-General who resided in Malacanang Palace. The first Philippine Commonwealth Government with Manuel Quezon as the President in 1935-1944 had Manila also as the capital city.
Before the Americans came, Luzon (except Manila and port of Cavite) was taken over by Filipino in June 1899. Independence from Spain was declared and The First Philippine Republic (also known as República Filipinas,: Unang Republika ng Pilipinas )and popularly called the Malolos Republic which was the republic formed by the Revolutionary Government on 1899-1901, led by Gen./President Emilio Aguinaldo made Malolos as the capital city known as the revolutionary capital. Malolos city was captured on March 31, 1899 . Such short period government was not honored and overthrown and the following government then controlled under America had also retained the Manila City as its capital .
After the war with America, Republic Act No. 333 was signed by Elpidio Quirino on July 17, 1948 declaring Quezon City to be the republic's capital. Quezon City was named after Manuel L. Quezon, the former president of the Commonwealth of the Philippines who founded the city and developed it to replace Manila as the country's capital. Quezon city is one of the cities comprising the Metro Manila.
The capital was transferred back to Manila on June 24,1976 through the Presidential Decree No. 940. Manila is the current capital city of the Philippines but at present, many government offices are still located in Quezon City.

Cebu... then Iloilo.... then Manila during Legazpi's conquest of the islands. After Phil. independence from Spain, it was moved to Malolos, Bulacan. During American Occupation, it was moved back to Manila...
