a little vodka directly onto the stain or hairspray then gently rub with a damp cloth will remove biro ink from cotton but im not sure about velour

Depends on the colour of velour really.
meths will take the biro out but may ruin the color of the velour too.
Why not try Vanish spot remover? its pretty good on velour fabrics!

Try petrol/lighter fluid biro ink is oil based and very stubborn i got it on my fave jeans and lighter fluid did pretty good at shifting it

try tar and glue remover or tiny bit of thinners, one or the other will shift it.
