Oh...I'm an expert at this. Been married twice, first husband was 6'7", the current one is 6'5" and all legs!
I know for a fact that the stores like Target (I worked there for 6 years) don;t carry longer than 34" inseam. JC Penny catalog does have 2 or 3 brands that come in 36" - one is Levi's. Some of the JC Penny's carry them in the store. Mervyn's had one type of cords and one type of jeans last December in 36" inseam, but I don;t think they were 30" waist, only 34x36 I think.
This is my trick for finding pants - when you go into the men's section, look for pants hanging up but the legs are touching the ground. The best place to do this is at VF/Hanes/Lee Factory outlet(if you have one nearby) because they are reasonably priced (usually under $20) and have a ton to choose from. I've even had success doing this at Ross and Marshalls. Another place I have found them is the Levi's Factory Store, but only in a couple of styles. This "method" is the only way I can find pants for my husband - and it's nice when the jeans are hanging up so you can see if they have any long ones.

Go to big and tall of a department store, or a shop. They have a 30" X 36".

Go to www.landsend.com. In mens jeans, you can choose 30 X 36. They custom hem them for you. And, they cost $29.50. You can also get dress pants at a reasonable price.

just search for "tall men's" clothing (or jeans or whatever)... you may have to do some hunting through results, but I just found a 30 waist x38 inseam pair of jeans in less than a minute. (I assume getting them hemmed up wouldn't be much of an issue.)
