Should I pause my Answering on Yahoo on my laptop and chase him down and write him a ticket?

Where I live,I`ve seen them turn their lights on to get through town if the traffic is bad,I reckin they can do whatever they feel like!

Complex question. Because of the position they hold, Police Officers are held to a higher standard than the citizen at large. All Police Officers take an oath to uphold and obey the law, and therefore he should be cited.
On the other hand MOST Police Officers extend "professional courtesy" to each other, meaning that they over look minor violations of the law they see a fellow officer commit IE: Speeding, Jay Walking, etc so if you did cite him you could expect to have a "chat" with your superiors and your Union Representative. Taken to the extreme it could escalate to the point that you would get into a situation where you really needed back-up and no one would show up.

You should report yourself for not pursuing the guy and warning him. You should probably do something more constructive like fight crime rather than sit on yahoo answers asking stupid questions.

No, he probably was on his way to answer an emergency call, but one that is probably not that critical since they use the lights and siren for critical calls.
