It's due to dust particles in the air refracting the low sunlight. The phenomenon gives the truth to the old saying "Red sky at night, shepherd's delight. Red sky in the morn, sailors be warned."
A red sky at night means that the dust particles are being kicked up by a westerly wind which usually bodes well for weather watchers. When seen in the morning, it is indicative of an easterly wind which usually results in a choppy sea.

Because the sun is shining on a different piece of atmosphere that changes it's light from white to red. this, in turn, makes the sky look red

i have noticed that when the sky glows red a cold spell is coming, and aswell when the sky is very bright (not the sun, the sky) there is gonna be heavy rains

If you look at a rainbow the top colour is red. Its not just a pretty pattern when the rain falls across sunlight. Its because the red is the shortest wave length. Thus, its the one that that reaches our eyes first, as it passes through the atmosphere.
