1903: Wright Brothers - but nobody who knew what they were looking at was present.
1906: Santos Dumont, properly witnessed.
Nothing further from Wilbur & Orville until after Santos Dumont... I smell a rat.
And could you trust anyone called Orville?

Wright Brothers, because Santos Dumont's real working demonstration was until after the Wright Bros.
Of course, some people will argue that people came up with methods of powered flight 2,000 years ago, as plans were shown in the Vaimanika Shastra, in the Hindu religion. Who knows if they were actually built?

this is only a guess, but i think the wright bros because my boss is called dumont and he is a rat and can not be trusted
