Stop on an incline, engage the parking brake, place the vehicle in neutral and slowly take your foot off the brake. If it rolls it is not working right.

if you don't have an incline you can do this. Start the vehicle, put it in gear with your foot on the brake, engage your emergency brake, take your foot of the brake, gently give the vehicle a little gas (barely bring your rpms up (maybe 200 or so) , your vehicle should not move ... if it starts to move, have it adjusted. Also, very important, while doing this, make sure the path in front of you is clear and keep your foot near the brake pedal.

The best way to check the e-brake is...Apply the brake put the car in reverse if it doesnt move it works.. If you put your car in drive its going to move, do to the fact there is more power in forward than reverse... And you dont need to be on a incline to do this....
