tie breaker would be the VP (Cheney) for the Senate. Or some moderate like Joe Liberman or John McCain would vote across party lines to pass important stuff
But basically, neither side would do much of anything to pass laws, and then each would blame the other in hopes of winning votes for president in 08.

If that happens and the Senate continues to vote along party lines...well then Dick Cheney will be quite busy. The VP is the tie breaking vote in the Senate and because Cheney is a Republican....well you see my point.
I can just see it now, the Senate calling Blair House, "We need dick in the Senate right now!"
