Different states have different laws. If you are talking about a school bus, with red and yellow lights flashing, stopping in the middle of the block to pick up or drop off kids, all four lanes have to stop. In PA, the traffic in the lanes opposite the school bus do not stop if there is a concrete or steel barrier down the middle of the road.

I think it depends on if you are on a divided highway... or if you are on undivided road... if there is a division between the roads then no. Only the two lanes going the same direction as the bus stop. However, if the road is undivided then yes all four lanes need to stop.

All four lanes have to stop unless the roadway is a divided highway. And that's "divided" as in a median.

If its a School Bus, yes if the highway is NOT divided.

If its divided, then those on the same side of the bus must stop.

If there is no median strip, then all lanes need to stop. if there is a median strip, opposing traffic doesnt stop but traffic flowing with the bus does.
