Depends if the role is executive or consultary. In most places, its consultary, that is to say you give advice but you can't force people to follow it. In some companies (like DuPont, which by the way has the best safety record in the industry without question) its close to executive.
The role is to make sure that the systems, procedures and processes are fit for purpose. (If you don't know what I mean I think Safety Manager is beyond your current capabilities). Its also to make sure that you have both lead and lag indicators for Safety performance : Lead indicators are things you do to try to improve Safety, and lag indicators are the results based on what you have done.
I think that they will expect you to ask what the key reference parameters are for example DAFWAF, RIF, etc. and what is the current strategy for improving those numbers. Check whether it is just Safety or HSSE (Health Safety Security and Environmental).
Any management job is about keeping on top of the performance data : and remember the old saying, what you don't measure you can't control. Its the same as any other job except that the bottom line is people and assets and not direct money, and as such is more important. One bad incident can put you out of business, one bad business deal almost certainly won't. If the interview panel don't agree, ask what happened to Union Carbide ; if they don'r know, don't take the job.
Good luck.

It's the kind of thing that will vary from place to place...I assume you already have some experience or you wouldn't have been offered an interview. Perhaps the best course of action would be to ask your potential employer for a list of core competencies and responsibilities, or just a detailed job description, to help you prepare and make sure you're the right person for the job.
