Pretty much all the time, espeically after I shave, my legs have all sorts of little red marks (probably at each hair follicle). How do I get these to go away? I want to wear shorts but I hate to because my legs look polka dotted.

You need to make sure you shave properly
The best time to shave your legs is about 10+ minutes after getting into a warm shower or bath.
Use shaving cream
Change your razor after 4 uses
Move the razor the same direction as the hair (not against the hair).
Do not use any irritants on your legs after you shave (soap, alcohol, moisturizer, etc)
