Chair construction was with wood, dowels and glue. There are no screws. The wood is not splintered, it looks like the glue did not hod properly. Can this be safely glued back in place with carpenter's glue?

I take from your explanation that the top of the leg (tenon) broke off leaving the stub in the chair bottom (mortise). In my opinion, the best way to fix that is to take the leg and drill into the end so that you can insert a dowel to replace the tenon. You should try to use a dowel that is big enough to have some strength, but not so big that the hole removes all the wood. Glue that dowel into the leg using Titebond III wood glue (the best for what you are doing).

On the chair seat bottom, you will have to determine how solid the stub is. If it is very solid, you might be able to drill a hole (the same size as the new dowel) to insert the leg into using the same wood glue. If that stub is loose or partially missing, you will want to drill that out and remove it. You then glue in a dowel or plug that fills the hole completely. Once that dries, you can drill a new hold the same size as your dowel.

remove all old glue then go to unfinished furniture store. Buy new leg and glue in with fish glue (the best). If you use the old leg it may not be tight enough now to hold up good

A good wood glue would work but I have heard that 'gorilla glue ' is the strongest made

Go to home Depot and buy gorilla glue for wood. It works I used it to glue my daughters bed and it work real good.

drill a hole in both the chair leg and the bit that broke off.
insert a dowel and glue.

Well, it was glued once, and it broke.

Chair legs are normally tapered and set into the seat.

To hard to tell you what to do when we cannot physically see just what it is.

I would probably use some L-brackets, just in case.
