Some states have rigid requirements about this. It is not much different than running an employment agency, other than in name. Is it a legitimate agency offering actors, people of any age or level of experience?

Making a profit is the hardest thing for a business to do. Getting income to exceed expenses is usually impossible for the first year or so, unless you have a lot of experience and/or are bringing resources into the business that have done this before.

You need to do two things at the same time, recruit people to model, and look for companies in need of models. Both tasks require someone with personality and persistance.

Have you thought about working for an established agency first? This would help you see first hand how an agency is run on a day to day basis. You could learn from the owner's mistakes plus make some excellent contacts along the way. You could apply to work as a booker or an agent's assistant.
