It does depend on the type of plant. 4-6 4' fluorescent tubes (2-3 2-tube shoplights will be enough to grow and bloom Phalaenopsis, Paphiopedilum, and some Cattleya-type orchids.

You may need HID/metal halide for tomatos, vandaceous orchids, etc.

Depending on what you are growing and what stage your plants are in, you need Metal Halide to grow vegetatively and High Pressure Sodium to bloom and set fruit. A 400 watt light will cover about a 3ft x 3ft area. Fluorescent lights(T-12 shop lights) will work, but not very well. They are good enough to keep you plants alive through the winter. There is a newer type of fluorescent out now that are T-5. They are smaller in diameter than the shop light kind and they put out more lumens.

Any cheap plant light will do. Put it on a timer for ten hours a day. That should do it.
