Yes, they prefer to be called Democrats, though.

As far as I know, everyone at least 18 can vote, except convicted felons. In some of the elections I worked on, several blind people came to vote, and a few people actually came to the polls right out of the hospital (IVs and all!), because they felt it was that important to cast their vote. When I remember those faces and the commitment and the patriotism of those voters, I am saddened that America is going "down the tubes" so fast these last few years...

Why are you so shocked?
They're people too. What should they have to do? Take a test to prove they're competent to vote? What would be on that test? Hell, if we're going to require them to take it, that wouldn't be quite fair would it. We'll just have everyone take it. I bet many people wouldn't pass.
Besides, what's a few votes here or there? Does it really matter? No. Bush lost the first election in popular votes. If you don't know what that means, it means that more people in the USA voted for Gore than Bush. But since the electoral college is still in place, Bush won anyway.
My point? Do you really care if they vote? Does it really affect you?
Equal rights for all.
What the hell century are you living in?

I hate to shatter your warped reality, but people with Down syndrome are, first and foremost, PEOPLE! They have the same rights and provileges as anyone else. Many people with DS function at a higher level than you seem to give them credit for. They attend school, hold jobs, many drive, some get married. Judging from the "tone" of your question, it is clear that you equate DS with stupidity, but I can assure you that people with Down syndrome are not stupid. Yes, they have developmental delays, but many are accomplished artists, musicians, etc.
Your questions tells me that you are ignorant in some areas...so maybe you shouldn't be allowed to vote. Presumably, you can't even blame a developmental delay for your ignorance.

Yes, Massachusetts. They have the same rights we have. Who's to say who can and who can't. It is a tough subject.
