I always check the video stores around my house. They always sell games for like $10 and there's usually a decent selection. I know Hollywood video usually has some.

Get them used, but undamaged at the Game STOP! They're great ... cheap, and you can bring 'em back after you flip 'em and get something else .. Gamestop.com
