I think you mean:
(48x^3 - 60x^2) / -6x

First, factor the top of the fraction (numerator)

6x^2 (8x - 10) / -6x

Now you can cancel out the common terms:

-x (-6x) (8x - 10) / -6x

-6x / -6x = 1 (provided x does not equal 0)

-x (8x - 10) (again x does not equal 0)

(48x^3 - 60x^2) / -6x

Split the two parts of the parenthesis out and divide by -6x:
48x^3 / -6x = 48/-6 * x^3/x = -8 * x^2
-60x^2 / -6x = -60/-6 * x^2/x = 10 * x

So the final solution is:
-8x^2 + 10x

A handy rule of thumb:

x^y / x^z = x^(y-z). In the above queston, x^3 / x, for example, can be rewritten as x^3 / x^1. x^(3-1) = x^2.
