I have JASC Paintshop Pro, version 8, and when I select the paint brush tool, there is no drop down menu with "normal, lighten, darken, overlay, color, hue, etc..." The whole bar of those options have disapeared. Does anyone know how to get it back?

Click View
Click ToolBars...
Now Check the Tool Options Palette
Now Click close.

You will now have a Blue title bar named Tool Options.
Mouse over this bar and it will show you the details of the paint brush, or which ever tool is selected.
I have my blue bar set at the top of the psp window outside of the image window area. I also have the Layer Palette along side.

That is the size, shape and intensity of the paint brush.

Colour is achieved using the foreground and background colours along with the style and textures. Left mouse click is foreground and right click is background.
Click on the coloured squares to change the colours.
Click on the style arrow in the box to change the style type to solid, gradient, pattern or null.
You can also add texture.
Click on the texture arrow and select texture.
Now click on the texture square and a window will appear with the textures available. You can select from the range.

Once you are used to the way of things you can make things happen.
