That function is available and has been for quite some time. It is called IRC. Yes, they have chatrooms, but you don't have to join one to have a one on one conversation with someone (DCC Chat). Many IRC servers run web services as well to allow people that are comfortable with the web to chat that way. This is not a new concept.
