Restart your PC, close any programs running in the background, defrag your hard drive, or go as far as completely formatting your hard drive and reinstalling everything.
That's assuming that your PC is fast enough to run it in the first place... if not - upgrade!
My PC is P4 3.2ghz, 1gb DDR400 RAM, 250gb SATA HD, Radeon X800XT. COD2 runs perfectly at highest settings on that.

Games use a tremendous amount of resources in your computer. You can do a couple things to help, but you'll probably need to upgrade to make a big difference.
First off, look in the options co CoD2. There should be a way to reduce the screen resolution. Making it smaller sucks indeed, but it will move smaller.
Second, optimize your system. If it is in the Windows XP configuration, revert it back to Windows Classic (right click on your desktop, properties, appearence).
Get rid of any pics on your desktop. Make it just plain ol blue.
Now, monkey around with your startup list in msconfig. Start menu, run, type: "msconfig", hit enter.
Tab: startup, go down the list and cross reference each item with this site:
http://www.sysinfo.org/startupinfo.html
Uncheck anything that the site tells you is not required.
This should help until you get some scratch set aside to install some more RAM. Ultimately, a faster processor will probably be required...in other words, a new PC.

There are several settings that can be tuned down with many PC games. Not all of these may be present in the game (I haven't got a copy so I can't say for certain), but setting them to a lower setting or turning them off completely can help;
Resolution
Texture Detail
Shadow Detail
Anti-Aliasing
V-Sync
Model Detail
Number of Decals
Texture Size
In addition to this there are several manual "tweaks" you can do to the program itself. TweakGuides.com is one of the best places for this (see my sources page for a link to their article on Call of Duty 2 optimisation).
If all else fails and the game still won't run smoothly then you'll have to bite the bullet and upgrade. One of the easiest ways to upgrade is by increase your RAM/replacing it with a faster variant (be sure to check what kind of RAM your motherboard is capable of using). You could upgrade your videocard, but that's a more expensive route. A CPU upgrade could also be considered, but if you don't know how to install a new CPU you will most certainly end up doing damage to your equipment.

Did it ever run smooth??
If it has just,been installed and is choppy or laggy then...
1: Graphics card not up to the job.
2: Not enough Ram
3: Processor not powerful enough.
Look at the website or game box for recommended hardware requirements.
Solution... apart from upgrading your hardware is to turn down the screen resolution and graphics settings in-game (800x600 and very lowest quality).
Modern games are very demanding and you may find that it will
perform badly no matter what unless you spend some cash.

My fav game, online.
Try deleting a few of the maps that you no longer use...
..Also get rid of any mods you've picked up along the way, I know you will have. I picked up loads! Some good, some just rubbish. You will need to go into your program files to delete these. Fairly easy stuff.
You could also lower your graphics setting and/or audio controls. You'll find all this in the game options on main screen.

If your running it on an older PC, you might want to try turing off some options when starting a game. Look under options, video and or sound options and turn off all those things you don't need, but would like to have, but can't because your PC can't handle it all.
