I always thought he was too arrogant to be Captain.

I agree even as a First Officer he always seemed bit cocky.

A captain needs a bit of arrogance to pull off the job well. While Picard's arrogance was tempered with the wisdom that comes with age and experience, Riker's was a bit more out front; not necessarily a fault.

Riker was an excellent officer in BOTH roles; first officer and captain. As first officer he put the ship above all else -- it was his job, and sometimes it required a strong force of 'Will' to accomplish this. As captain he was inventive and inspiring, bringing out the best in his crew. He handled negotiations very well and was an excellent representative of the Federation. I would be proud to serve under him in either case.

He was much better as a first officer. As captain he'd be too tied down to go flirt with all the women! har har.
He was just better at taking orders from Picard than giving them.

He was a much better first officer. Picard did balance out his arrogance well with his temperance.
Kirk of course was more arrogant, but that was a diffrent time in the universe, he was a pioneer, picards enterprise, while still exploring, was more diverse. Space was less scary and unknown.

I agree! And besides, anyone foolish enough to ignore Troy all those years isn't fit for command! Warf, on the other hand, would make a great captain!

Data would make the best captian, Pacard ruled and Riker was number 1
in my opinion
