If you just met someone you aren't truly friends but acquaintances. Friendship comes with time to get to know each other and if after a few meetings with this person, you find you don't want to pursue the chance to get to know this person better, just let them go.

You tell them "I'm sure you're really a nice person, but I don't for see our friendship getting anywhere, we really don't have much in common." (Although I can't imagine why an acquaintance doesn't have the potential to be a friend, unless the person is a sociopath)

Tell them your busy. don't answer the phone. make up excuses why you can't. eventually they get it and go away. Unless you want to be straight forward. Then just say " hey, I don't think I like hanging with you " . Or something to that effect.

A friend is something rare and dear indeed. If you just met you are no friend.
If you don't want to be a friend already you would have made a poor one.

Ignore them, don't do anything they want to do, and make up a bunch of really lame excuses for doing both... they'll get the hint.
