You are picking it up wrong. Eagles and such pick them up around the shell before they lift them in the air and drop them to break the shells open.
Tortoises DO NOT like being unable to touch the ground. If you pick it up with your hands under its legs it should be a lot more calm.
Besides- you should not handle tortoises too much anyway.

maybe he/she needs to walk outside more often to get rid of the long nails... I used to have 2 tortoise and never had that problem, but they spent a lot of time following me around the house and outside so their nails were short.

You need to readjust your hnds so it cannot reach. Or place you hands beneath its legs whilst you are scooping it up off the floor.

they all do but as they get bigger it hurts more. its because they want to get away they dont like being held. dont pick them up more than you have to
